We appreciate your efforts in trying some steps to isolate this concern about the OneDrive shared link that will not require to sign into an account. There should be no limitation when it comes to the files that the user to whom the file was shared to, to be required to sign into a Microsoft account to view the said files.
It would be better to have our Office Support team check this and they may have other suggestions on how this can be sorted, especially it was mentioned that this is not what seems to be happening before.
